China, Russia hold talks after power exports to China halt

  1. China has stopped importing electricity from Russia, Kommersant reported on Friday. The paper linked the pause to high Russian power prices.

Russia said it was ready to resume sales. However, it said that would depend on terms agreed with China.

Russia’s energy ministry told Reuters its priority is rising demand in the Russian Far East. Meanwhile, it said exports could restart if Beijing requests them.

The ministry also said cooperation must be mutually beneficial. Despite this, it did not say who decided to halt supplies.

InterRAO, Russia’s supplier to China, said talks were taking place. It also said neither side planned to end the contract.

InterRAO supplies power under a long-term deal through interstate lines in the Far East. The contract was signed in 2012.

It provides for about 100 billion kilowatt-hours over 25 years. In addition, the lines can carry up to 7 billion kilowatt-hours a year.

Exports have fallen in recent years due to system limits and a capacity shortage in the Far East. As a result, deliveries have dropped sharply from earlier levels.

Russia exported a record 4.6 billion kilowatt-hours to China in 2022. However, exports fell to 3.1 billion in 2023.

They declined to 0.9 billion in 2024. Moreover, only 0.3 billion was delivered in the first nine months of 2025.
